Introducing Online and QR Code Payments for the National Treasury

Introductions

1. Background

(1) To align with the trend of digital finance and electronic payment development and to provide the public with electronic means for making payments to the National Treasury, the "Online Payment Mechanism for National Treasury" was implemented on June 26, 2017. This mechanism allows payers to use the "e-Bill National Payment Network" to pay their fees, fines, and other payments to the National Treasury.

(2) To enhance the national treasury fund collection service and promote the mobile payment policy, the "Online Payment Mechanism for National Treasury via QR Code" was implemented on October 7, 2019. Payers can use the “Taiwan Pay” app or the banking app on their mobile devices to scan the QR code on the payment slip and complete the payment immediately.

2. Operational Method

(1) On the "e-Bill National Payment Network" app or website (https://ebill.ba.org.tw), tap or click on the "Government Agency Related Fees" option. Then select the "Payment to National Treasury." You will be directed to the payment page, where you need to enter the four required fields: "Treasury Account Number," "Transaction Number," "Amount," and "ID Number" (or Business Registration Number). Payments can be made using chip financial cards or mobile financial cards (an 8 NTD handling fee per transaction will be charged).

(2) Payers can use mobile devices to access the “Taiwan Pay” app or the banking apps to scan the QR code on the payment slip or provided at the agency's counter. Payments can be made using mobile financial cards or transaction accounts (an 8 NTD handling fee per transaction will be charged).

3. Agency Reconciliation Process

(1) The online and QR Code payment for National Treasury operates 24 hours a day throughout the year. For payment data made after 3:30 PM on the previous business day until 3:30 PM of the current business day, agencies can download or print the "Treasury Remittance and Online Payment Details" for reconciliation from the Treasury Department's website payment operation query area (https://nss.nta.gov.tw/nss/login) on the next business day.

(2) Agencies applying to the Central Bank's Treasury Department or Taiwan Bank for the QR universal payment mechanism can set up a counter mode for payers to scan and complete the payment. Transaction records can be queried in real-time through the "Financial Information Service Company International Card Acquiring Shared Processing System.
