Introductions

1. The beginning

Riding the wave of digital banking, the Ministry of Finance, in coordination with the Central Bank's plan, implemented the "Online Payment to the National Treasury Operation Mechanism" on June 26, 2017, to make it easy for people to make payments via the “e-Bill national payment network” for their fees, fines, and other payments to the National Treasury 24 hours a day.

2. Operation and benefits

 (1) Through the “e-Bill national payment network” website or its App, tap the “government agency expenditures” and then “expenditures under the National Treasury,” and enter four pieces of information: Payment Amount and ID number (personal ID or business administration number), as well as the Beneficiary Account and Payment ID listed on the payment notices or announcements of the central government agency. Then use either an IC ATM card or a mobile ATM card to pay (the payer will be charged a NT$10 processing fee). This saves the payer the trouble of visiting a financial institution just to make a payment.

  (2)  If a central government agency adopts this mechanism to collect revenue, that agency may use the website of the National Treasury Administration, Ministry of Finance, to inquire and check relevant information, and it may also plan an electronic mechanism to reconcile its information with other databases in order to improve its administrative efficiency and carry out the e-payment policy of the government.
