1.For Designated Donations: If a donation is intended for a specific purpose, please contact the relevant authority that handles that purpose directly (e.g., donations for social assistance managed by the Ministry of Health and Welfare; donations for disadvantaged students managed by the Ministry of Education). For donations without a specified purpose, which will be collected and managed by the National Treasury, please follow the methods below:
- (1) Payment via National Treasury Payment Slip: Bring the payment slip to a bank handling National Treasury transactions (either in cash or with an immediate check). No handling fee is required.
- (2) Bank Transfer: Make a transfer at a bank, agricultural or fishery association, credit cooperative, or post office. Handling fees will be charged according to the rates of the respective financial institution.
- (3) e-Bill Nationwide Payment Network: Use a chip financial card on the e-Bill Nationwide Payment Network website or the "e-Bill Nationwide Payment Network App" on a mobile device with Taiwan Pay (registration and card binding required). Select "Government Agency Fees" and then "National Treasury Payments," and input the necessary information to make the payment. Each transaction incurs an 8 NT dollar fee.
- (4) QR Code: Use a mobile device to open the "Taiwan Pay" App or a financial institution's mobile banking App to scan the QR code on the payment slip. The mobile page will automatically display the payment account number and reference number. Payments can be made using a mobile financial card or a regular savings account. Each transaction incurs an 8 NT dollar fee.
2.Tax Receipts: For donations to the National Treasury without a designated purpose, the second copy of the National Treasury payment slip or the remittance document can serve as a tax receipt. If you wish the donation amount to be automatically included in your comprehensive income tax return or to check the donation amount, please be sure to note your personal ID number (or company registration number) in the remarks section of the payment slip or remittance application form. For donations made via e-Bill or QR Code, please call to provide donation details and your ID number (or company registration number) to facilitate the upload of donation data to the National Taxation Bureau.
3.Public Disclosure Requirements: According to Article 6 of the Charity Donations Destined for Social Welfare Funds Implementation Regulations and Article 6 of its Enforcement Rules, government agencies that receive unsolicited donations from external parties must regularly conduct open investigations to disclose the designation or name of the donor, the date of donation, its purpose and other relevant information. If a donor prefers to remain anonymous, please indicate "Do Not Disclose Name" on the payment slip after the donor's name or in the remarks section of the remittance application form. Alternatively, you may call to inform us, and we will handle the information anonymously.
