The legal basis is the Archives Act.
According to Article 18 of the Archives Act, an individual agency may deny the application for archives access due to any of the following causes:
1. The archives concern national confidentiality.
2. The archives concern criminal information.
3. The archives concern industrial confidentiality.
4. The archives concern technique information and qualification reviews.
5. The archives concern personnel management and salaries.
6. The archives must be kept as confidential under laws or agreements.
7. Other causes to ensure public interest or a third party's due right or interest.
(1) Nationals of the Republic of China who have registered their permanent residence in the Republic of China and the legal persons or groups that are established by any of these nationals.
(2) Nationals holding a passport of the Republic of China though residing overseas.
(3) Foreigners whose origin country’s laws or regulations do not restrict nationals of the Republic of China to apply for the governmental information of that country. Due to nonconformance with the requirements set in Article 9 of The Freedom of Government Information Law, people of the Mainland China and the residents of Hong Kong and Macau must not apply for archives access of governmental agencies.

We suggest that you should search for the archives catalogs on the website of the Navigating Electronic Agencies' Records of the National Archives Administration, National Development Council.
An approved application for archives access, in principle, only implies access to duplicates. Based on the principle of separation, if a part of the archives shall be restricted from public access or provision, that part shall be removed from the access, while access to other parts of the archives shall be provided.
The respective unit of the NTA shall inform the applicant whether the application is approved or denied in writing sent via post mail or by email within 30 days of its receipt of the application. If an applicant has applied for too excessive amount of archives access and the NTA is therefore not able to provide the decision of approval or denial of the application within 30 days, the NTA may review this application and reply to the applicant on a batch-wise basis.
The respective unit shall also notify the applicant to rectify the application within seven days if the application is found not in conformance with the provided procedures, lack of information, or without complete elements required.
The applicant shall be notified about the approving results of the rectified application within 30 days beginning on the date of rectification.
The application is subject to be rejected due to either no timely rectification or that rectification is not possible.
The respective unit shall also notify the applicant to rectify the application within seven days if the application is found not in conformance with the provided procedures, lack of information, or without complete elements required.
The applicant shall be notified about the approving results of the rectified application within 30 days beginning on the date of rectification.

According to Articles 4 and 14 of the Administrative Appeal Act, one can file an administrative appeal to its supervised government agency within 30 days since one day after the date which administrative action is served.
The applicant should bring the Notice Letter, the Archives Access Reviewing Table, and an eligible ID to the appointed premises to have the archives access after finishing registration.
1. An applicant who has access to the archives applied for shall keep the archives fully intact, and shall not engage in any of the following behaviors:
(1) Annotating, altering, changing, removing, marking, or soiling the archives;
(2) Pulling bound archives apart; or
(3) Damaging or altering the archives in some other way.
The NTA may cease any of the viewing, hand-copying, or duplication activities if any of the above behaviors has been committed; and transfer any responsible criminal violators to the responding jurisdictional prosecuting agency for investigation.
2. When entering the designated premises for archives access, an applicant shall observe the following requirements:
(1) Drinking, eating, smoking, chewing a betel nut or assuming any boisterous activity are all prohibited.
(2) Damaging or soiling the premises are prohibited.
(3) Ballpoint pens, writing brushes, or other instruments that could easily alter or damage the archives are prohibited from bringing into the premises.
(4) Hand-copying of the archives may be fulfilled only with a pencil, a portable computer, or a portable medium.
(5) Connecting to a power source or logging on to the NTA network is not allowed without a prior permission.
(6) Equipment provided by the NTA shall be properly protected, and shall not be damaged.
Permission is required for the use of "a portable computer or a portable medium" as referred to in preceding paragraph (4); and an applicant using such equipment shall abide by the NTA's information security policy relevant regulations; the portable medium shall be scanned by the NTA for viruses before use.
3. The NTA may cease any further archives access and make the case a record if the applicant is found of having any nonconformance with the above mentioned stipulations. Any serious violation is subject to relevant laws.
Viewing, hand-copying, or duplicating the archives is subject to the “Fee Standards for Viewing, Hand-copying or Duplication of Archives” of the National Archives Administration, National Development Council as the attached electronic files.
Those who need an accompanying person when having archives access shall apply for approval in advance. There are no additional fees for the accompanying person since that person isn't an independent applicant.
