Fees collection was originally based on related laws or administrative orders that were distributed among different parts of government. Some items that impacted the rights of the public were not clearly defined, and the procedures by which fees were collected also varied. To establish a sound levying system of charges and fees, ensure fairness of financial burden, cause an effective utilization of public resources, and better protect right and interest of the people, the government initiated the legislative proceeding to enact Charges and Fees Act to take all fee collections under a unified system.
